PTEI has been involved with numerous large and small scale projects involving public and private sector utility industry including:

  • LOS ANGELES DEPARTMENT OF WATER AND POWER
    • Electrical Testing Services
      • PTEI provides LADWP with electrical testing (personnel) services needed to implement retrofit projects throughout the LADWP’s 194 distribution and transmission substation. These retrofits are part of the substation automation project of all substations. PTEI engineers act as project engineers overseeing and commissioning the newly retrofitted systems.

    • 230kV Pine Tree Wind Farm Project
      • Provide construction management support services in the areas of scheduling, cost control, administration, engineering and inspection services for the Pine Tree Wind Farm Project. The project consists of building 89 windmills in the Tehachapi Mountains, building about 30 miles of difficult and treacherous access roads, and building an 8 mile 230Kv transmission line. Power-Tech used Primavera for cost and schedule control and factory and field inspection services. Each windmill includes a wind turbine generator producing 1.2 MW of electricity. Project was completed in 2008.
    • Electrical Substation Retrofit and Automation
      • Project/Construction Management & Engineering Services for the retrofit project of approximately 174 substations throughout Los Angeles County. PTEI is responsible for coordinating construction services provided by Los Angeles Department of Water and Power in-house force account or outside contractors. Work includes coordination, quality control, testing and start-up. The scope of work consists of replacing obsolete power equipment with state of the art.
    • Reactive Power Management Study
      • Performed life cycle (analysis) of 9 (nine) (Synchronous) Condensers (SC) by determining total maintenance and operational historical cost of each SC. Developed trend curves to estimate the frequency and duration of future outages. Performed cost/benefit analysis based on present value economical analysis of reliable life extension against direct replacement with modern synchronous condensers. Provided Mechanically Switched Capacitors/Mechanically Switched Reactors and STATCOM as alternative replacements.
    • Technical & Administrative Services to Support Renewable Standard Portfolio (RPS)
      • Root Cause Analysis of the Failure of 230kV circuit breakers. Investigated the breaker failures by conducting field tests and factory inspections. Conducted metallurgical lab analysis of specimens and recommend solutions and fixes.

      • LADWP's Pacific Intertie (PDCI) electrode system requires enhancements to the PDCI ocean electrode system located off the coast of Santa Monica, 5km from the shore at a depth of 50ft. This electrode line consists of overhead line co-located in the shield wire position on existing 230 and 138kV towers, and underground cable in duct originating from the large city of Sylmar, CA. PTEI provided the equipment design of the submarine electrode array and submarine cable to meet the new proposed upgrade rating for the Pacific DC Intertie (PDCI) ocean electrode system.
    • Castaic Pump Storage Modernization and Automation Retrofit Project
      • Castaic Power Plant is a hydro-electric pump storage generating facility. It was built in the 70's and most of the equipment has aged and become obsolete. LADWP embark in a program of refurbishing and retrofitting the hydro plant with state of the art and more efficient equipment, including turbine/generators and controls. PTEI provided Owner Representative Electrical Engineering services for the retrofit of the pump storage generating station to modernize the electrical, instrumentation and control systems. Castaic Pump Storage plant receives water from the California Aqueduct and generates electricity as well as store water by pumping water from Castaic Lake to upstream reservoirs (forebays) and generating in times of high energy rates. Power-Tech assisted LADWP in preparing bid documents and as-found drawings for engineering and construction contractors
    • Haynes Generating Station Repowering Project
      • PTEI provided electrical construction management support, relay and lightning protection design services for the retrofit of the old steam power plant by the installation of  combined cycle units. Performed short circuit analysis of the new combined cycle project and provided relay settings for the low, medium and high voltage relay protection coordination, including for the protection of the new generators and switchyard interconnecting breakers.
    • Valley Generating Station Repowering Project
      • PTEI provided engineering services for the automation design of the switchyard electrical systems and the integration of the new combined cycle units, as well as the gas peaker units into a centralized data acquisition system, communicating data to the LADWP Energy Control Center system. PTEI also provided equipment as well as test and start-up services. Equipment consisted on new automation cabinets, including data concentrators, PLCs, PCs and HMIs.

       

  • METROPOLITAN WATER DISTRICT
    • Owner's Engineer
      • PTEI is providing technical support and assistance for the project that includes the upgrade of the control , excitation, and electrical protection systems at the Diamond Valley Lake (DVL) Wadsworth Pump Station Facility. PTEI serves as Owner's Engineer , and assist Metropolitan in review of all Prime Consultant submittals throughout the project , including preliminary design, final design, and construction and commissioning; specifically with specialized expertise.
    • Cross Connection Project
      • PTEI was assigned as a prime contractor, the Construction Management and Inspection Services for the relocation of vacuum release and check valves from about 90 differente sites throughout the Los Angeles and Orange County.  The work consisted in relocating and replacing new valves from existing vaults to above ground locations to avoid potential contamination of treated water in trunk lines with non-treated water such as sewage, storm water, etc. The project required the installation of new carbon steel, water piping with mortar lining and coating at different sites.  MWD identified 1500 potential sites with this problem and prioritize 350 sites for inmediate construction or relocation of the vacuum protection system.

     

  • FLORIDA POWER & LIGHT (FPL)
    • Energy Smart Florida (ESF) Projects
      • PTEI provided field and technical services on Smart Grid as-built drawings, assisted in resolving associated punch-list items, as well as assisted with new Protection & Control schemes and Digital Disturbance Recorder improvement projects in various substations as part of the ESF Project.
  • GENERAL ELECTRIC (GE)
    • Energy Smart Florida Project
      • Retrofit of multiple substations with microprocessor based relays and integrated controls and communications for automation. PTEI conducted commissioning of retrofitted systems which included testing of relay protections, tap changer controllers, Novatech – Orion gateway and PLC integration systems.

     

  • SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (AQMD)
    • Technical Assistance for Proposition 1B-Approved Shore Power Projects
      • PTEI assisted AQMD in implementing the Proposition 1B: Goods Movement Emission Reduction Program (Program) for shore power projects at the Port of Los Angeles, Port of Long Beach and Port of Hueneme. PTEI provided technical support in the areas of, but not limited to: project monitoring, schedule oversight, progress reports, invoice review, and resolution of any project issues that may have an impact on the approved budget and schedule.

 

  • LAX
    • Network Station 230kV and 34.5Kv Preliminary Design
      • PTEI is conducting a preliminary design of a 230Kv Substation and a 34.5kV distributing station which serves all the electrical load of the Los Angeles Airport facilities.

 

  • BURBANK WATER AND POWER
    • Magnolia Combined Cycle Generating Station
      • Conduct system relay protection studies for generator protection retrofit.
    • Magnolia Microgrid
      • Develop a viable microgrid which will support critical electric loads on campus, and provide power restoration to the entire BWP electric system in the event of a major energy disturbance. PTEI is conducting an assessment of microgrid requirements and recommendations for implementation.

  • GLENDALE WATER AND POWER
    • Engineering Services for the Grayson Power Plant
      • Provide electrical engineering design services for the auxiliary electrical system of the cooling tower replacement project.

       

  • PORT OF LONG BEACH
    • Pier A,G,J, & T Shore to Ship Power Project
      • Construction management support services for the Shore to Ship Power Retrofit Program. Performed electrical field inspection of tthe construction of underground electrical structures, relocation of embedded utilities and wharf modifications for vaults; installation of shore power outlet vaults on the wharf face, all associated conduits, electrical cables and connections, three electrical substations to supply power to each individual berths; installation of fiber optic cables, data link network system, and electrical switchgear upgrades to the SCE main substation.
    • Pier T Cold Iron Project
      • Construction management electrical services for the installation of a new substation and electrical system to provide utility power to docked oil ships, avoiding the use of their on board diesel engines for environment protection. Project consisted on underground medium voltage system, power transformers, switchgears, etc.
    • Pier C Cold Iron Project
      • Performed electrical field inspection of the installation of an electrical substation that would provide alternate power to the ships docked in the port. This would reduce their emission problem.
 
  • LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION
  • AUTHORITY (MTA)
    • Express Lanes Project Inspection Support Services
      • Provided construction management support services in the areas of electrical systems inspection. PTEI inspected, monitored, reported and documented the field work of the electrical contractor as they installed, tested, and worked the entire “system” backbone that will support a high occupancy tolling system along a highway corridor for MTA. Further inspection consisted but not limited to, CCTV Cameras, Sensor for tolling systems, Traffic loops, Senor Pucks in concrete, Cabinets with respective hard drives that support tolling systems, Installation of fiber optics, and Connection of fiber optics.
    • Orange Line Extension Project
      • Provided construction management support services in the areas of electrical inspection. Oversaw and inspected the electrical conduit installations and the electrical cabinet installations of the construction contractors and ensured compliance in accordance to contract drawings and specifications, along with preparing letter of certification for inspected installations.

  • IMPERIAL IRRIGATION DISTRICT
    • OATT Engineering Services
      • Perform system planning studies, with the overall objective to determine the transmission facility upgrades and additions needed in IID facilities and external system to accommodate the proposed projects under IID's OATT.  Such identified facilities will include (1) Direct Assignment upgrades; (2) reliability upgrades; and (3) delivery upgrades that would be required to deliver power from the projects to a designated delivery point while maintaining reliability of the transmission network, based on NERC/WECC reliability criteria (including Voltage Stability Criteria), IID's reliability and NERC's planning standards for various reasonably-expected operating scenarios:

    • OATT Facility Studies
      • Provide design review, perform necessary technical studies, and provide reports and recommendations for the design and construction by assisting the System Planning and Engineering sections exclusively to OATT Facility Studies for the Imperial Irrigation District, Energy Department.
    • Niland Switchyard & Substation Project
      • PTEI Engineers were subcontracted to provide commissioning services, including test engineers, test procedures, and test reports for the complete electrical acceptance test of the Niland Switchyard. The proposed tests were in accordance with NETA standards. PTEI provided a complete set of test procedures and test results.

  • CITY OF RIVERSIDE PUBLIC UTILITIES (RPU)
    • Electrical Engineering Support Services
      • Providing the energy division of RPU consulting services related to street lighting,
        generations, substations, communications, SCADA, transmission and distribution systems and their respective operations.
    • Electronic Security and Access Control System Improvements at Utility Operations Center (UOC)
      • PTEI was contracted to provide inspection services to oversee the installation of electronic motion detectors, video cameras, lighting, monitoring, PA, fire alarm, and physical security information management systems; inspection and verification of equipment installation to ensure compliance with all RPU contract documents and in accordance with NFPA 70 and NEC codes.

  • CITY OF BANNING

      • Construction Management support for the installation of a 69kV/13.8kV Sunrise substation and subtransmission and distribution (OH and UG) lines.

  •  SOLAR POWER DEVELOPMENT PROJECTS

  • SOUTHERN CALIFORNIA EDISON
    • TRTP 500kV Transmission Line Project
      • Providing project scheduling services for PAR's EPC contract of the SCE's TRTP project. Project consist of a transmission line with three segments for a total of about 60 miles of 500KV single and double circuit.

 

  • SOUTHERN NEVADA WATER AUTHORITY
    • Electrical Retrofit Project
      • SNWA owns 5 large pumping stations taking water frrom Lake Mead to serve Las Vegas and neighboring cities and towns in southern Nevada.  These pumping stations were built in the 50's and had become obsolete, hard to maintain and inefficent.  SNWA embark in a project to refurbish these pumping plants and contracted Power-Tech to provide design services for this project. PTEI provided engineering services for the retrofit of the electrical and control/instrumentation system, medium and low voltage, for 5 large existing pumping stations and emergency generation of the water treatment facility. Each pumping station consisted of about 12 large pumps (1500hp) driven by 4.16kV synchronous motors. A mezzanine level was designed and built to accomodate the new electrical equipment (Switchgears and MCC's). The project also included the automation of the pump by installing dedicated PLC's to each individual pump as well as a master PLC for the entire plant, with an HMI system.  The new system was placed in service without major plant operational disruptions or forced outages.

 

  • COLORADO RIVER COMMISSION
    • 230kV Newport Transmission Lines
      • Conceptual engineering for the design of a two new transmission lines connecting the 230kV Mead Substation to a new 230kV Substation (Newport) serving new pumping station of the Southern Nevada Water Authority
    • Mead Substation Short Circuit Mitigation Study
      • Design a shunt reactor solution to decrease the short circuit duty of the electrical equipment at the Mead Subsation. Due to the large addition of new generation in the area the fault duty at Mead Substation exceeded the equipment rating. PTEI prepared system study and engineered the reconfiguration of the Mead substation with a split bus modification using a reactor to decrease the fault duty
    • Induced Voltage Analysis on Underground Water Pipelines
      • Perfomed EMTP analysis to determine the magnitude of induced voltage on pipe rebars of adjacent underground water lines to 69kV and 230kV transmission lines.
    • Insulation Coordination Analysis 
      • Performed EMTP analysis to determine the appropriate insulation coordiantion requirement for the installation of new 69kV and 230kV systems
    • Harmonic System Analysis
      • Analyze the effect of harmonics generated by steel furnace inverters on neighboring 230kV system. Performed harnonic analysis on neighboring pumping station motors.

 

  • ULTRAMAR REFINERY
    • Reactive Power Analysis
      • Performed plant auxiliary electrical system voltage regulation analysis due to faults or disturbances in the electrical utility system.  Prepare plant electrical system model for transient stability analysis due to utility system faults. Provided recommendation to protect the equipment during the voltage swings produced during fault events.

 

  • NORTHROP-GRUMMAN AEROSPACE FACILITIES
    • Power System Analysis
      • Prepare power system model for the short circuit protection coordination analysis. Prepare motor starting analysis for the wind tunnel motor operation.  Study included main facility at Hawthorne and El Segundo, California
    • Substation Design
      • Prepare construction drawings and specifications for the replacement of various 4.16kV secondary substations as well as the main substation.

 

  • LOS ANGELES COUNTY - ISD
    • Central Heat Power Plant-Arc Flash Analysis Study
      • Prepare a system model of the plant electrical system, including the existing co-generators, for short circuit and arc flash analysis. Prepare arc flash label and provide recommendations for electrical system improvements.
    • Downey Data Center
      • Conceptual design of the new electrical emergency system for the building electrical system to protect computer load on loss of power, due to internal or external power failures.
    • All County Buildings
      • Preliminary engineering design for the emergency electrical system of all LA County facilities, including hospitals, jails, police, etc. facilities.

       

  • RENTECH INC
    • Rialto Biomass Co-Generation Project
      • Conceptual electrical engineering for the development of a co-generation plant, steam and gasified e-fuel (biomass fuel).  Responsible for utility interconnection as well as plant CEC/PUC permitting process.

       

  • PACIFIC TELEPHONE COMPANY
    • Pacifictel AM-FM/GIS
      • Designed an AM-FM/GIS system for operations and commercial use, including the cadastral code, application to integrate with the ERP corporative system. Framme, GeoMedia, MicroStation and Oracle based system; ODL, MDL, ASP programming.

  • CITY OF GUAYAQUIL
    • Cadastral Geographic Information System
      • Designed a land based geographical information system for cadastral purposes, including an application for terrestrial photographs and aerial photos. MGE and Oracle based system.

  • COUNTY OF SANTA ELENA
    • Cadastral Information System
      • Designed a land based geographical information system for cadastral purposes, including an application for city taxes, urban planning and urban control. MicroStation Geographic and Oracle based system.
